SALARY: Trainee: $16.80 - $20.51/Hourly;  Level I: $18.57 - $22.67/Hourly; Level II: $20.51 - $25.04/Hourly; Level III: $22.89 - $27.95/Hourly; Paid Biweekly.

Conducts complex and detailed inspections and investigations and enforces provisions according to laws and regulations relating to the Department of Agriculture and Measurement Standards.

DISTINGUISHING CHARACTERISTICS:

Agricultural Biologist/Weights and Measures Inspector Trainee: This is the trainee level in the Agricultural Biologist/Weights and Measures Inspector flexible classification series. Incumbents receive direct supervision and training and assist in the performance of established essential functions.

Agricultural Biologist/Weights and Measures Inspector I: This is the entry level in the Agricultural Biologist/Weights and Measures Inspector flexible classification series. Incumbents work under supervision and perform or assist in the performance of established essential functions.

Agricultural Biologist/Weights and Measures Inspector II: This is the journey level in the Agricultural Biologist/Weights and Measures Inspector flexible classification series. Under general supervision, incumbents perform duties with increased responsibility, and may direct and train staff as assigned.

Agricultural Biologist/Weights and Measures Inspector III: This is the advanced journey level in the Agricultural Biologist/Weights and Measures Inspector flexible classification series. Under general supervision, incumbents perform in a lead capacity, directing and training staff as assigned. Responsibilities include planning, implementing, and coordinating one or more work elements within a program. This classification requires independent decision making and performs complex and difficult enforcement actions, investigations, inspections, projects, studies, surveys and undercover assignments.

ADVANCEMENT:

All promotions are considered on a merit basis subject to the recommendation by the Department Head and approval by the Director of Personnel. ESSENTIAL FUNCTIONS:

  • Performs inspections to determine compliance with the laws and regulations pertaining to agriculture and measurement standards.
  • Certifies or rejects agricultural commodities according to import/export requirements.
  • Interprets laws and regulations to assist industry in correcting deficiencies and gaining compliance.
  • Takes enforcement action by issuing notices of violation, off-sale orders, citations, and civil penalty actions.
  • Conducts incident and complaint driven investigations to determine if violations occurred; includes gathering evidence, collecting samples, performing interviews, and writing case reports.
  • Issues, conditions, or denies pesticide permits by evaluating proposed application site, surrounding environment, application method, and pesticide toxicity.
  • Provides information, annual crop reports, and educational presentations to the general public and regulated industry.

OTHER FUNCTIONS:

  • Performs other related tasks as required.

Incumbents must have the ability to perform the Essential Functions of the job. EMPLOYMENT STANDARDS: Bachelor's degree from an accredited four (4) year college or university in a major that meets the minimum qualifications for County Agricultural Inspector/Biologist or County Weights and Measures Inspector license examinations.

AND

Trainee must obtain one (1) license within twelve (12) months of initial appointment. Failure to obtain the license will result in termination.

Inspector I: requires any one (1) license.

Inspector II: requires any five (5) licenses.

Inspector III: requires all eight (8) licenses.

Possession of a valid Class C California Driver's License. A Class A or Class B California Driver's license may be required depending upon assignment.

Knowledge of: functions and duties of the Department of Agriculture and Measurement Standards; applicable laws, rules, and regulations; investigative and enforcement techniques; basic principles of agricultural, biological, chemical, environmental, and physical sciences; effective public relations; and agricultural products of Kern County.

Ability to: Interpret, apply and enforce laws, regulations, ordinances and rules; understand and follow proper procedures; communicate effectively orally and in writing; use personal computers and job related hardware and software; read and interpret maps; prepare and present reports; maintain records; properly use work related equipment; work effectively under adverse environmental conditions and high pressure situations; establish and maintain effective work relationships; establish and maintain cooperative relationships with industry, government, and the public. SUPPLEMENTAL: All Kern County employees are designated "Disaster Service Workers" through state and local laws (CA Government Code Sec.3100-3109 and Ordinance Code Title 2-Administration, Ch. 2.66 Emergency Services).  As Disaster Service Workers, all County employees are expected to remain at work, or to report for work as soon as practicable, following a significant emergency or disaster.

APPLICANTS MUST SUBMIT ALL APPLICABLE DIPLOMA(S), TRANSCRIPTS, LICENSES AND/OR CERTIFICATES WITH THEIR APPLICATION.

FOLLOWING AN OFFER OF EMPLOYMENT, you may be required to submit to post offer medical and drug screening tests at county expense.

This examination will establish an eligible list from which permanent and temporary appointments will be made as needed.

ADMITTANCE TO THE EXAMINATION will require a government issued photograph identification. Applicants who are unable to present proper identification must make arrangements with the Kern County Human Resources Division prior to the test date.

WRITTEN EXAM (Weight 50%): May include knowledge of the functions and duties of the Department of Agriculture and Measurement Standards; applicable laws, rules, and regulations; investigative and enforcement techniques; basic principles of agricultural, biological, chemical, environmental, and physical sciences; effective public relations; and agricultural products of Kern County.

THE HUMAN RESOURCES DIVISION MAY LIMIT THE NUMBER ADVANCING TO THE ORAL EXAM TO APPROXIMATELY THE TOP 15, BASED UPON THE FINAL EARNED RESULTS OF THE WRITTEN EXAM. ORAL EXAM (Weight   50%): Will be conducted for the purpose of appraising training, education, experience, interest and personal fitness for the position.  IF THE NUMBER OF APPLICANTS SUCCESSFUL ON THE WRITTEN EXAMINATION IS INSUFFICIENT TO WARRANT AN ORAL APPRAISAL, THE WRITTEN EXAMINATION SHALL BE WEIGHTED 100%.  Applicants must attain at least a 70% score on each phase of the examination process.
