THE POSITION
Under general supervision, researches, analyzes and interprets information and data necessary to meet environmental and energy resource management objectives; prepares written reports; makes oral presentations; coordinates and/or negotiates with others on programs; provides information to the public; and performs related work as required.

Distinguishing Characteristics:
Environmental Resource Analyst I is the entry level and performs routine assignments that become increasingly complex over time. Those at the Environmental Resource Analyst II and Environmental Resource Analyst III level may act as project team leaders and program coordinators. Each succeeding step in the job series is expected to function at a higher level of individual initiative, creatively, self-direction and independent judgment.

The ideal candidate will be able to use thoughtfulness and diplomacy in communicating and interacting with a broad range of stakeholders, including elected officials and their staff; demonstrate the ability to think creatively and to independently plan, organize and lead successful outreach activities regarding solid waste management programs. The candidate should demonstrate the ability to research grant opportunities, develop and submit successful grant applications, including the ability to oversee, track and report on grant requirements.

APPROXIMATE SALARIES
Environmental Resource Analyst I: $63,716.35 - $88,961.93 annually
Environmental Resource Analyst II: $69,610.55 - $97,688.18 annually
Environmental Resource Analyst III: $74,700.54 - $104,890.45 annually

NOTE: If appointed at the lower level, the incumbent may be promoted without further examination upon meeting the minimum employment standards for the higher classification, performing satisfactorily, and in accordance with the business needs of the agency.

EDUCATIONAL/BILINGUAL INCENTIVE
Incumbents may be eligible for educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

Environmental Resource Analysts are represented by Service Employees International Union (SEIU) and are exempt from overtime compensation.

Examples Of Duties
Duties may include but are not limited to the following:

Researches, compiles, synthesizes and interprets information and data necessary to meet environmental and agricultural resource objectives.
Defines and analyzes environmental and agricultural resource goals and alternative solutions.
Prepares technical reports, board letters and makes policy recommendations for environmental and agricultural resource programs and projects.
Makes oral presentations to public groups and governmental bodies to explain and clarify planning efforts and recommendations.
Coordinates and/or negotiates with other individuals, groups, sections, divisions, departments, agencies, cities, and the public on various technical or legal aspects of programs, some of which may be controversial or politically sensitive.
Conducts field investigations of proposed project sites in order to have direct knowledge of the location or project under study.
Provides general information to the public about environmental and agriculture resource plans, programs, projects, applicable ordinances, policies and procedures.
Provide insight and perform Initial Study Assessments, when needed, of discretionary permit applications, regional, and land use projects with potential impacts to the environment, agriculture, and agricultural resources.
Develops grant proposals and explores funding options for program implementation.
Performs other related duties as required.

In addition to the duties listed above, the Environmental Resource Analyst III also:
Coordinates projects, defines problems and alternative solutions, and sets objectives as part of the ongoing planning process and may act as project team leaders and program coordinators for environmental and agricultural resource programs and projects.
Initiate, lead, plan and coordinate current and future General Plan Programs as well as explore funding and opportunities for implementation.
Typical Qualifications
Education/Experience:
Any combination of education and some experience that has led to the required knowledge, skills, and abilities.

This can be obtained by the completion of a Bachelor’s degree in environmental science, public administration, engineering, or a related field and

Environmental Resource Analyst I:
At least one (1) year of experience in environmental science or agricultural resources.

Environmental Resource Analyst II:
At least two (2) years of experience in environmental science or agricultural resources.
Substitution: a Master's degree in environmental science, public administration, engineering, or a related field may be substituted for one (1) year of the required experience.

Environmental Resource Analyst III:
At least three (3) years of experience in environmental science or agricultural resources.
Substitution: a Master's degree in environmental science, public administration, engineering, or a related field may be substituted for one (1) year of the required experience.

Necessary Special Requirements:

Possess and maintain a valid unrestricted California driver license.
Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.
Desired:
Experience interacting with elected officials and/or their staff
Ability to work proactively, independently, and self-sufficiently
Direct experience in environmental or agricultural resource management is highly desirable. Environmental and agricultural resource management includes: planning and/or operations associated with ecology and ecosystem management; or renewable technologies and systems.

Supplemental Information:
Work is performed primarily in an office environment, with occasional visits to environmental and agricultural resource locations.

Knowledge, Skills, and Abilities:
Some (I) to thorough (III) knowledge of: principles, practices and techniques of environmental and agricultural resource management; federal, state, and local laws, regulations and policies relating to environmental and agricultural resource management.

Working (I) to thorough (III) knowledge of: research methods and policy analysis; intergovernmental and interagency relationships.

Some (I) to comprehensive (III) ability to: collect, analyze and interpret data; formulate policies and recommendations; solve complex technical problems; speak and write effectively, prepare technical reports; use personal computers and software programs; interact effectively with the public and other agencies to coordinate environmental and agricultural resource management efforts and to provide information. Working (III) to comprehensive (III) ability to: function as a project leader or program administrator. Ability to perform public speaking.
